Verified voting systems and verifiable elections
Abstract:
Technology introduced into modern elections is nearly always produced by IT firms under secret contract with no transparency. These firms are either election "specialists", and thus license software to outsource elections, or are general IT consultancy firms, and produce software that has the same poor quality as any other public software they ship. In neither case is the software produced with an attention to quality and, strangely, quality is not mandated by customers or law. In contrast, researchers have been developing verifiable election algorithms---algorithms that permit voters to check that their vote was counted correctly, and yet not violate fundamental election principles like the secrecy of the vote. Prototype verifiable election systems are produced to demonstrate these algorithms, but no one makes any promises about their prototypes, even if they count correctly. In my research group, we produce verified voting systems---election software created using applied formal methods---and we are now moving into developing verified verifiable election equipment, some of which may be used in future national elections.
